Legal BasisThe legal basis for public assistance and jobseekers allowance is, respectively, Act No. 6 of 20 June 2022 on Public Assistance and Act No. 7 of 20 June 2022 on Jobseekers Allowance adopted by the Parliament of Greenland (Inatsisartut).The legislation, including subsequent amendments, can be found on the website [www.Nalunaarutit.gl](http://www.Nalunaarutit.gl).Data Basis and ProcessingThe statistics are based on data extracted from the joint public payroll system and the municipal accounting systems. As part of the quality assurance process, the data have been cross-checked with the municipalities’ reports to the Tax Agency through the so-called A11 reports. The primary data source for information on jobseeker’s allowance is the joint public financial system, while the statistics on public assistance are mainly based on data from the municipal financial systems.The statistics include only benefits paid to persons aged 16 years or older who, according to Statistics Greenland’s population register, are registered as residents of Greenland at the end of the year within the municipal division. Age is determined as of 31 December of the given year.Information on place of residence at the end of the year is obtained from the population register. A person is considered to reside at the location stated in the register, even if this differs from their actual place of residence at the time of receiving the benefit.Payments that can be identified as relating to previous or subsequent fiscal years are, as far as possible, excluded from the annual compilation.The population of benefit recipients is further limited based on the total amount received. Persons who, during the year, received less than DKK 500 in public assistance or less than DKK 1,000 in jobseekers allowance are not included in the statistics. These thresholds ensure that individuals who have only received minor adjustments or similar payments are not counted.The compilation of recipients and payments of public assistance excludes benefits granted with a repayment requirement. Furthermore, only transactions in the accounting systems where both the purpose account and item account are registered as public assistance are included. The distinction between taxable and non-taxable public assistance is initially based on the municipalities accounting classifications in the financial system. Statistics Greenland has subsequently made corrections to the distribution so that, as far as possible, the taxable portion of assistance for each recipient aligns with the municipalities’ reports to the Tax Agency.
